Owego's 31st Annual kicks off tonight, June 17th. Tonights festivities, while ending in a spectacular Fireworks display, are but an introduction to Saturday's's festivities which are expected to draw over 20,000 people to this small village along the Susquehanna River 20 miles west of Binghamton, NY
