This set of pictures shows Route 96 South submerged under water on Thursday, September 9, 2011 after two days of rain totaling about 15". I had never even seen much standing water in the ditches that line the road, let alone any water going across it. During the floods of 2006 there had been no water across this section of the road. As I stood there taking pictures, I noticed people out in the water coming around the curve in the road from Owego. They had their arms raised up as the water was halfway up their chests. I kept wondering if they would come across a section where they would have to turn around and go back because of the water depth. Eventually you could see them lowering their arms as they kept walking north. When they finally reach the dry road I was on, I asked them what they were doing and where were they headed. They told me they were from Owego and had decided to walk along Route 96N all the way to Ithaca. I hope they made it safely.
