Owego is slowly returning to normal but there is still a long way to go. Some businesses have reopened, while some may never. Engineers were inspecting the Court Street Bridge for flood damage today. The Susquehanna River is somewhat higher because of the 2+ inches of rain that fell east of Binghamton yesterday and more rain is in the forecast. As I write this it is raining again, just what we need!
