Neighbor helping neighbor out of water

At the Festival of Lights in Owego tonight I checked in periodically on the man carving an ice sculpture. I wanted to ask the title of the sculpture, but the sawing was much too loud to talk to the artist, and I didn't want to slow him down for a minute. My last check the artist was packed up and gone, leaving a finished crystal like glistening piece of art. I saw no title, but after looking at it for a few moments I felt to me at least it said, "Neighbor helping neighbor out of the waters". A tribute to Owego's triumph over the rivers flooding in September.
