Yard that has too many indentations

Our yard has so many indentations and we would love to fill them up with dirt and have the yard level everywhere,AND WOULD LOVE TO HAVE A RAISED GARDEN AREA FOR VEGGIES. I love growing veg's and I freeze and can my own fruits and veggies. My husband is borderline diabetic and we both have high cholesterol. We need to eat healthier and just cannot afford to redo a garden area. We cannot afford to purchase fresh vegetables and I can not eat any of my vegetables cooked. I only eat them raw. Hence a needed Garden area
