I am submitting this on behalf of my mother. She has tried over the years to improve her front yard but every few years the stream that runs through a culvert under her yard overflows and damages her plantings. Hurricane Lee was no exception and agani washed across her yard causing havoc. Mom, in turn, would like to fix up her yard on behalf of her neighbors.
