This is a sundog. Sundogs are made sunlight shines through plate-shaped hexagonal ice crystals in high and cold cirrus clouds. Sometimes there will be two, one on either side of the Sun.

Chemtrails, that's what they are. The Government sprays them because of the holes in the Ozone from CFCs. Barium Salts are to absorb Hydrogen Fluoride and Nitrogen to make it stronger. Aluminum reflects the sun.

Also the SDI uses it to repair damages they do with Tesla's weather weapon -Oil Cartels Operate it. Edward Teller was the one who worked on it and came forward. Those Aerosols aren't good either, changes ground PH and weakens people's immune system.
