I looked in the Pagoda and there is some kind of tall apparatus that looks like a boiler or furnace, it may once have provided heat to the park/

Love that old building, nice shot! Searched on it and found the following for the year 1925, "Pagoda" Pump House on C.F.J Park Drive built to house electric pumps for Johnson City's water supply.
