Found this plant growing along the trail at Otsiningo. I was going to play with it but I wonder if it is a poision plant or if it has a bad reaction for someone who touches it. Any ideas?

Yes, I also believe it is Angelica. It does not have the fine white hairs that Hogweed does on the stem. There is also a beautiful example of Angelica growing on the left side of the boat ramp in Moore Park, Vestal.

It's Giant Hogweed. Don't touch it. As rwpuf states, the sap will cause blisters on your skin, sensitivity to sun, itching and pain, and it will last for months. This plant will mess you up. Best to avoid it.
