Heavy rains last night causes problems

Heavy rain last night and into today has caused minor flooding of the newly constructed Riverwalk in the Village of Owego. I was told they were preparing to close the walkway for safety reasons. It has been stated to me that the walkway was built to withstand flooding, this is the first real test.
