Winter weather preparedness: sign up for alerts, make a plan, build an emergency kit

BINGHAMTON, NY (WBNG) - Colder weather is arriving here in the Southern Tier, and Broome County Emergency Managment is strongly encouraging residents to sign up for emergency alerts, to make a plan and build an emergency kit so they can be best prepared for winter conditions.
